Why Rummy has been described as a game of skill
In State of Andhra Pradesh v. K. Satyanarayana (1967), the Supreme Court of India held that Rummy is not entirely a game of chance and involves skill in remembering the fall of cards and deciding which cards to hold and discard.
The judgment did not create a universal exemption for every commercial club, App, advertisement or payment system. It also noted that different facts, including a venue making a profit from games played for stakes, could change the analysis. The skill classification therefore needs to be read together with newer legislation and the actual product model.
What changed under the Online Gaming Act 2025
The Promotion and Regulation of Online Gaming Act, 2025 is Act No. 32 of 2025. Official government material states that the framework prohibits online money games whether they involve skill, chance or a combination of both, while distinguishing online social games and e-sports.
The Act also extends to online money-gaming services offered within India by operators outside India. For online Rummy, the older skill-versus-chance debate no longer answers the full question when users provide money or another stake with an expectation of monetary or equivalent enrichment.
What the central framework prohibits
The Act prohibits offering or facilitating online money games and restricts advertising that directly or indirectly promotes them. Official government summaries also describe restrictions on payment processing and significant penalties for operators and facilitators.
The Promotion and Regulation of Online Gaming Rules, 2026 came into force on 1 May 2026. They establish the Online Gaming Authority of India and a classification process for determining whether a product is an online money game, an online social game or an eligible e-sport.

Are free Rummy games legal?

A private non-commercial game without stakes is different from a paid tournament or a venue that receives a percentage. State laws are not identical. Anyone organizing a commercial venue, paid tournament or offline cash game should obtain state-specific legal advice.
Does App-store availability prove an App is legal?
No. A store listing, search result, social post or advertisement does not establish that every feature is lawful or available in every Indian state. Some products offer both free and money-based modes, and an APK distributed outside a store may not match the store version.
Before installing, verify the developer, package name, privacy policy, permissions and current contact details. Avoid files that promise guaranteed winnings, modified balances or access to blocked financial features.
